Discover IT Card not processed as Foreign Transaction, converted to local currency by PayPal first?

So I just got a Discover IT credit card with zero foreign transaction fees, and have added that to my account wallet to pay for something online from a foreign vendor.
However, when I try to complete the transaction PayPal is treating it like a transfer from my bank and trying to use their conversion to USD, and then charge that against my card. What I want them to do is charge my card for like $174 CAD, instead of their converted price of $143 USD.
This is ONLY happening with my Discover card, when I switch to my American Express it will process the currency in the native amount of the invoice, Canadian Dollar. Why don't I use my American Express? Well there is a foreign transaction fee on that card.
Advice in rectifying this from PayPal would be appreciated, it seems like they're either penalizing Discover cards or cards with free foreign transaction fees.

I don't have another card added to paypal to verify like the original poster, but I do have a discover card and am having the same issues.

I have same problem with Diners Club card. Paypal see it as Discover card. Problem is that my card is at Euro currency. So to my problem is even vorse. Each time when I pay Euro payment PayPal first convert it to dollars and then Diners convert it back to Euros. What I have hear thet bug has been at PayPal years and they did not do anything to it.
