Did iTunes stop accepting paypal?

I'm asking because my card kept getting declined. When I added a different debit card it went through.

iTune/Apple refused purchases with PayPal payment option, instructing I had to log into PayPal. PayPal showed iTune/App Store active.

Though if I changed iTunes payment method to CC, I could change it back to PayPal - Nope. Paypal no longer a payment option on iTunes.

PayPal website still shows Apple as a partner?

I have downloaded itunes songs many times,PAYPAL was never an option.how would they prove physical delivery if someone files item not received?
