Credit card declined

I went through the process of getting a confirmation number sent with a $1.95 fee, and now I'm being told my card has been declined with this message: 

•          Sorry, but your Visa x-xxxx was declined. Please add another debit or credit card to complete your purchase.

I only have this card, so using a different one is not an option. I buy from banggood.com

Is the Visa card billing address the same as your PayPal account billing address?  They have to match.  What kind of Visa card do you have? Electron, Maestro? What bank issued the card?  You can try to use the visa card to pay without logging into PayPal by using the credit/debit card option and enter the card information on the PayPal checkout log in page.
