Confirming my Checking Account (error message: too many attempts made with that account)

I have a valid checking account through a bank that Paypal recognizes.  I have the Checking account number and routing number. 

When I first tried linking the account, I would receive time out errors for months.  Then I recently tried it again and it gives me the error message from above.   Just need some help .
