I am assuming you are referring to your PayPal debit card..?? So you have $85.00 in your PayPal account, but your debit card is getting declined? What is the amount of the item(s) you are trying to purchase? There's a chance the merchant could be authorization a higher amount which is failing.
For example, it's a common practice where merchants will submit an Authorization for some percentage above the actual purchase price to ensure there is plenty of room on the card. For example, if you're trying to make a purchase of $80, but the merchant is authorization $80 + 10%, that would come to $88.00 and would result in a decline. Gas stations are a good example where this sort of practive often occurs, and of course the actual Capture of the Authorization would only be for the amount you agreed to.
That's just a guess, but it sounds like something like that must be going on here.
