Can you give/receive money via “Friends and Family” with a Paypal Business Account?

Can you give/receive money via “Friends and Family” with a Paypal Business Account or is it only possible with a personal account?

And is this doable via API.

Yes, a business account is able to send/receive personal payments.  You can use Adaptive Payments API:
