Can't use the PayPal website to initiate transactions using Safari

Clicking the "Pay for goods or services" link results in an error message:
"We are not able to process your request. Please try again later."
First observed this problem on July 14. Called technical support. Their answer was to use a different browser. Still not working as of August 4.
Latest version of MacOS and Safari with all current updates.
If I were running this website, i would find this unacceptable. Or are 20 million Mac users not considered priority customers?
I am posting here becasue there is no mechanism on the website to post technical feedback or bug reports, other than calling Customer Support, which I have already done, to no apparent effect.
