Can’t close account

I can’t close my account because the directions I am being given do not work.  I have no option in account settings to close the account.  I am closing the account because of fraudulaent charges paypal will not address, so I do not have confidence in Paypal and will no longer do business with them.

You can't close an account which still has unresolved issues.
