Bank Account Not A Funding Option After Declined Payment

I had a payment decline for insufficient funds 3-4 weeks ago. Since then, I am unable to send payments from my bank account instantly. My only options are debit card or echeck. I've tried to email Paypal about this, but they tell me to turn on my GPS when using my app (which I've done). It hasn't fixed anything. I've had multiple transactions go through using my bank debit card. I've also used my Paypal debit card which pulls from my bank account as the funding source. Those were all successful as well. I thought eventually the limitation would come off my account, but it still hasn't.

With instant bank transfer paypal credit the seller in advance and they wait for your funds to transfer from your bank account.
However once you have had a failed bank transfer or negative balance paypal they often won't let you use the instant transfer method again as it increases risk for them of a failed payment again so they only let you use an echeck or card so you take the wait for the transfer to complete before the seller is paid.
Advice is voluntary.

That's not correct. I've had declined payments in the past. (Not many, but over 8-10 years with Paypal it has happened before). The bank account payment option has always come back after a short time. Also, they are allowing me to use my bank account to fund my Paypal debit card with no issue. This morning I paid my internet bill ($45) using my Paypal debit card and no Paypal balance, so the entire amount pulled from my bank account as an instant transfer with no issue. It is only when sending a payment that the option is not available to me.

Yep but recently a lot of folks have posted with the same problem ALL of them having had recent failed transfers.
And it only affects instant bank transfers as debit cards work a different way and pose far less risk.
But if you don't believe me that is not a problem, you should be able to use your bank account via instant bank transfer then if i'm wrong.

You're not understanding what I'm saying about debit card. It is my PAYPAL debit card. Issued by Paypal. I have no balance in Paypal. I used the Paypal debit card for $45 this morning. It approved the transaction even though it was going to have to pull the entire amount from my checking account...the same checking account that is won't allow me to use to send an instant transfer payment.
