"Bank currency conversion rate" option doesn't work on checkout

Tried to switch to "Bank currency conversion rate" on checkout. After you click Agree and the click on a conversion rate or on "Conversion rate options".
My card and my bank account are in USD. I live in Russia. Goods I was paying for are in USD.
What is the point of sending the transaction in RUB?
Total: $35.42
Deducted from PayPal balance: $2.00
Deducted from my bank account: $37.02
Paid total: $39.02
This is 10% over my the expectations.
No reply from helpdesk for 24h+ hours.
Not even a trace of my message in Message Center ("You currently have no messages.").

Sometimes there's not even an option to switch to conversion rate options screen.

I also had the exact same problem. Despite I chose to use my credit card's currency exchange rate, Paypal still processed the payment using Paypal's exchange rate, which is 5% more or higher.
