Hi @mtank6261,
Prepaid cards and gift cards can be hit or miss. When you add a card to your account, PayPal will authorize $1 to the card to ensure its a working and active and the billing address is correct. If the card issuer declines the authorization, you may not be able to use it on PayPal.
If there's a phone number on the back of the card, I'd recommend calling out to it to check and see why the authorization may have been declined.
