need help to withdraw money

I accidentally overpaid my paypay billing by a huge amount. $1,000.

Now I would like to withdraw that money.

My online statement show a zero balance,but my paper statement I received in the mail shows a -$1000 balance.

On line will not let me withdraw because it show zero balance, not a remainder.

help!

I need that cash.
