Hi I made a direct bsnk transfer in return for goods they have never arrived and I cannot contact the seller how do I dispute and can I get a refund ? Thanks
DIRECT bank transfer??? or a paypal payment via your bank account using instant transfer??
If it was the latter then file for non receipt of item via the "resolve a problem link" lower left of your paypal summary page > put in what has happened and escalate to a claim when you get that option.

Hi was the latter but when I click on the item it will not let me raise as an issue was to a private person will that make a difference it was all done through Paypal though?
Does not matter if it was a private or business seller you still have buyer protection as long as you paid via the send money > goods / services option.
Or did you use the send money > family / friends option? If you did then you are not supposed to use that method to buy items and if you did then you lost your buyer protection.
