avoiding unwanted fees

I'm getting charged a fee to transfer money from my bank account to my PayPal account. How can I avoid unwanted fees?

What country are you in?

Because as far as i am aware its free to transfer funds to and from your paypal account.

U.S. I've been transferring funds into my PayPal account, but I think PayPal charges a rather large fee, based on the amount transferred. Which seems rather unfair because PayPal services are supposed to be free.

That is, from my bank account into PayPal.

Its free in the U.S to add or withdraw funds to/ from your bank account to/ from a paypal account.
