You have reached your spending limit

I have recently created a new Paypal account, I do not have a bank account any longer and use the WalMart money card that is already linked to my Premier account. I keep gaining the error that I have reached my spending cap of $500 though I have yet to send anything.

Unfortunately you need to verify your PayPal account.

To Verify your PayPal account without a having a bank account you would need to be approved for PayPal Smart Connect or the PayPal Plus MasterCard®. 

When you’re Verified, it means that you’ve provided a little more information about yourself to help confirm your identity.

After you get Verified, they will lift your limits so you can send or withdraw more money.

Is there any other way to verify the account? I currently don't have a job to keep up with payment of the card.
