You cannot complete this transaction at this time..

 I most recently added  VISA ELECTRON card to my account, and I wanted to withdraw funds to that card but it turns out that PayPal has some errors and faults.

When I click on withdraw, and select the method to withdraw to my card, I select the funds I want to withdraw and click continue.

I only get an error saying "You cannot complete this transaction at this time"

 

Note!

My card is active and my account is verified.

 

Guys I would appreciate your help or the help of the staff of PayPal since I really need the money on my account.

I need an explanation why is this happening and tips how this can be solved.

I hope you guys can help me.

same problem with a verified visa card.

gives the same error again and again when trying to withdraw funds to my card (outside U.S.).

no answer from customer support message center.

So, I will try to Clear Cache and Cookies in my Browser Today

I will try to Withdraw funds to Card Tomorrow (24 hours after clearing cache and cookies).

 

I read on forum that people having the same problem,

tried different browsers and cleared cache & cookies and

that the problem still persists, in many cases even more than 5 days

(with no solution and no explanation of why this happens).

 

This problem is not country specific,

customers from many different countries report this issues

(U.S. customers cannot withdraw to Card).

No Results. The problem remains. Cleared Cache & Cookies in 2 different browsers (Google Chrome & Mozilla Firefox). No Solution or Explanation Yet.

SOLVED

On Day 5, today, i Received a call from PayPal Support. Through phonecall, i Passed the identification process saying my email & Card number.

Went to PayPal.com > Withdraw > Withdraw funds to your card. Indicated the card-number and amount to withdraw > pressed continue.

DONE - the withdrawal process completed successfully (went smoothly as it should always go).

 

The Support staff said that even if the shown error is the same "You cannot complete this transaction at this time" - the causes are different. Errors arise because of the technical updates to the PayPal system. The problem is solved on per-user bases - one user at a time. They also said that the best way is to Call them. 

Hope this info helps someone in here.

And for me this was ok. I just call them and they unblock my account. As told me, my account blocked because i log in when im traveling and the system recognize me as threat. I do my withdraw now, but in future as i understand, if i log in from other country then my account will block again.
