Paypal is show the error you cannot complete this tansaction at this time, while withdrawing my funds to my card, can anyone help me with this?

But since yesterday I'm traying to withdraw my funds from my paypal to may credit card and this message keeps poping up!

For everyone that are having this issue, i just spoke with support on the phone.

Recently they upgraded their security system, and account can get locked, ie shows "

You cannot complete this transaction at this time."

if you are trying to withdraw money via proxy or even from another country.Thats what they told me, BUT my conclusion is that it can also happen if u dont have static IP address, as IP address changes dinamicly every now and then, this issue will keep happening. So imo solution is to get static ip.
