Unable to process PayPal payments in sandbox

Hi,
I am trying to test our payment process and PayPal sandbox is refusing to let us pay. This has been working for months, we’ve changed nothing. It’s just stopped working,.
I’ve tried adding more sandbox test accounts with even more balance and nothing seems to work. Although it did work briefly yesterday, for one transaction, and then it stopped again.
The message is “We aren't able to process your payment using your PayPal account at this time. Please go back to the merchant and try using a different payment method.”
This is the URL we’re hitting:
https://api.sandbox.paypal.com/v1/payments/payment
Why has it stopped? Did PayPal upgrade something and not tell us? How do I get it working again, please?
