Will resolving my Negative balace bring back my Positive balance I had before it went Negative?

Long story short, my PayPal account was "limited" for a short time for a stupid miscommunication with my bank as I was cancelling eChecks due to a massive overdraft on my old checking account as to not go further into the hole.  But it also, put me close to a $300 Negative balance for some reason.  Which I don't understand.  Nobody was paid and charged back for anything everything was cancelled by my bank (me calling first) before any money changed hands, and a few of the merchants I contacted directly, cancelled the order through them, and they sent me a refund after I showed them my bank statement showing the transaction had cleared.  The other few that did clear and were delivered already had posted and I've already paid for.  So what is this "Negative balance" asking me to do?  Pay for charges that were cancelled almost immediately, or through the merchant, and also pay for the items I did receive twice?  If the account was lifted of the limitation and no problems were there really, why am I still liable for paying some Negative balance that shouldn't even exist?

 

Anyway, I had about $63.80 in my positive PayPal balance, and was sent a refund for 80 something by a merchant I contacted to cancel the order.  If I do "resolve the negative balance", my question is, will my original $63 show back or maybe if the refund was allowed through a bit more, or is PayPal just going to put my balance back at zero, and steal my money that was positive?

 

If they are willing to put my PayPal balance back in the positive where it should be after "resolving this negative balance" then fine I guess I'll do that, right now I need the money.  If not, I'm simply not going to pay them anything and they can go ahead and turn me over to collections to which I will ignore and will go straight into the trash.

 

I have tried on two occasions to contact them by email about this, and it's been days and days and days and not a single response.  I don't have a phone or I would call them, I'm kind of really hurting money wise at the moment so I'm really upset by this and their "customer support". 

 

So can anybody help me out here?  Recommendations, answers to my questions, and mainly the main topic I need answered.
