Why was the wrong account charged?

Hey guys.. so i bought some new glasses online for about $85. I added my visa a few days back so i could use that while buying anything in case my bank account didnt have money. Now for some odd reason my bank account was charged instead of my visa. My bank account didnt have the money and my bank charged me a $45 fee for not having the money. Shouldnt the transaction been denyied and paypal should have charged my visa instead? Also why was my bank account charged for this? I did not authorize the transaction to happen from my bank account. What can i do to solve this issue?
