Why paypal does not respond to my emai

I created a paypal account, I made a transfer of 30 euros to the account specified, and spent nearly a month I have not received the money in my account. I sent several emails and never got any response. Who can help me?

You need someone to look at your account setup. All we can do is speculate as to reasons, for example have you successfully "verified" your PayPal Account? If no, that would need to be done first before you can transfer funds from your bank account to your PayPal Account.
You do have other options for contacting customer support besides email. You can phone, or through Twitter @AskPayPal or via Private Message on their Facebook page at https://www.facebook.com/PayPal
