Why is instant transfer BLOCKED when sending money to friend?

I'm trying to send money to a friend using instant transfer from bank. Both of us are verified. No withstanding disputes or anything.

 

Why is this BLOCKED?

 

The only other options I have are debit/credit transfer or eCheck. eCheck is a long process and debit transfer requires a fee. 

 

I almost feel that this is a scheme so PayPal can make money. Anything I try to do via PayPal always has an issue. I follow all the rules and PayPal still fails to abide by what they advertise.

 


I need a straight answer. Why is instant transfer BLOCKED? Don't BS me telling me my own bank is the problem. I already contacted them and everything on their end is fine.

Everything is linked and confirmed. Limits are removed. Why is instant transfer still grayed out? Getting really tired of PayPal's sketchy antics.

CLASSIC BS EXCUSE FROM PAYPAL.

 

I HAVE ZERO DISPUTE HISTORY. I'VE USED PAYPAL FOR DOZENS OF EBAY TRANSACTIONS. 100% FEEDBACK ON EBAY. ONLY ISSUES I'VE HAD ARE PAYPAL ITSELF.
