Why does the "Items to Ship" filter not work?

Why does the "Items to Ship" filter not work?
When I filter it will show no items to ship, where I know there are still orders to ship. any ideas?

I thought I was the only one who noticed it has never worked. I've been with PayPal since almost its beginning and that filter has never worked. Just today, I finally asked the question to PayPal. They haven't replied directly to the question yet. I'll post if they say anything of importance. Dale
