What Happens When Item is Lost in the Mail?

I bought an item on Ebay, the seller sent it, but the Post Office left it out in front of my house and it was stolen. I told the seller, bought a duplicate item, and she then told me that the Post Office is not responsible for items once they leave it at your home, it is out of their hands (her words exactly). I went to file a claim at USPS (it was insured for $100, the item ended up costing with shipping $47 and change), and discovered that she already filed it! Paypal won't reimburse me, either, because she has proof of shipping. What can I do?

She has proof of shipping? or do you mean she has trackable proof of delivery with signature proof online?
