Unable to send money via Bill Me Later to a person's email

Tried to send money to a person with my Bill me Later. It tells me that it cannot process likely due to a lack of funds? I have avaliable credit on my BML statement. Why won't it go through?

Hey Vexin,

Well, normally game sites will have a payment method if you go through buying their currency (or membership). If they take paypal they usually have a paypal Pay button. Hmm if not (I'm not entirely sure how IMVU works, haven't been there) find the email they use to accept payments.
