Ok, suppose your paypal account is not hacked (pp claim denied), than that scammer got your correct paypal email/password access for payment at ebay.

Did you ever bought something from there (Or pp was hacked), so that they can traceback/hack your pp email/password? 

So the scammer didn't access your paypal account to change password/shipping adress?

I supposed you changed your paypal password after discovering above to prevent further payments/access?

So now there's no external help, only try now is diy to open Paypal dispute/case for not receiving purchases:

In your paypal account the (ebay) payments list history: Completed, should have list the details about each payment: 

Sent to: (your adress/ delivery adress)

Track your delivery:

Since your fraud claim is denied, choose Item dispute as not received etc. (wasn't sent to your home adress):

Step 1 - Identify issue

Most disputes are the result of simple misunderstandings. It's best to initiate communication with the seller as soon as you recognize a potential problem.

You can open a dispute in the Resolution Center within 45 calendar days of payment. By opening a dispute, you are able to communicate directly with your seller to work out a problem transaction.

If you and your seller are unable to agree on a solution, you must escalate the dispute to a PayPal claim within 20 calendar days of the date the dispute was opened. By escalating to a claim, you would be asking PayPal to review the case and decide the outcome.
