I tried to use PayPal but kept getting directed to a website Thwate. Since I have never seem this I wonder if it is a scam or what

It's an established provider of website security certificates (SSL, etc).

Is it the company homepage?  What does the page say?

I guess the thing to do is report this to the merchant if this happened while you were on their site trying to complete a purchase.
