I saw many post that are related to this title but none of them can help. I can't complete my transaction, i send only 8.99 US$ to another by email. But it keeps showing:" This transaction cannot be completed.. ". My account and my card are verified. I don't know why it show this error with no information provided. I really need help with this. Thank you.

Personal Payments are not available to all accounts and/or all countries. Do you and the recipient have US PayPal accounts?

Are you trying to send a Purchase Payment or a Personal (friends and family) Payment?

So... That means that I can not send money to my brother from my Chinese PayPal Account to his American PayPal Account?
Well That make's PayPal compleatly useless to me, thanks for the info.
Wish I had sent more then $10USD with the first try (It went through) But everything after that is "This transaction cannot be completed"
Well I suppose Western Union Gets my Money Instead... Great that's only about 30% more expensive.
