Refund of money

Hello

In the payment status states that I was refunded money and it should refund the money back to my debit card, but I check my VISA INTERNET CARD and it is not there (this happened today)

How many days it takes for the refund to show up in my bank account or is this some type of problem?

I contacted my bank and they told me the following:

If PayPal has technical problems with releasing the money, they can send specifical purpose memorandum to their fax.

How can I contact or where to send e-mail to PayPal

I currently have the same problem.  I purchased an item Dec 16th, the item was not available and the seller refunded my money less than 30 minutes later.

Pay Pal still has a "HOLD' on my money (101.20) as of Dec. 26th, and they also have a hold on the sellers money (101.20}. 

When I called to resolve the problem, Customer Service is not in the United States, it is handled "offshore" and you cannot understand what the Customer Service Reps are saying.  SO, Dead End.

I am writing FDIC.  I think there are some "holds" on funds that are exceeding legal time limits.
