Recurring Payment Action Failure

I successfully subscribed to a service through a specific website, then canceled that subscription to change an option and when I clicked subscribe again, I got this error message. Another seller set up a subscription button for me and I had the same error. Has anyone ever seen this before or know what I can do to resolve it? Any help is appreciated.
