I have raised 190$ for my daughters CANCER TREATMENT, and PayPal permanently limits my account? I don't care about the account but I must use the money in it. I tried resolving it with no luck. This is absolutely ridiculous PayPal, if I don't get to send this money SOON legal actions will be taken.

Legal action may take a bit more than then amount you are trying to remove.

Have you phoned customer services to explain??

yes and they give the same heartless "You must wait 180 days." I'm glad to see PayPal puts money before their customers lives.
