Hello, i am selling every day on ebay, and every day i receive payments. I have 100% positive feedback on ebay, and still i have to wait 21 days to see my money in "available" section. But ok, problem is that lately i must wait even more, it's about 26 - 30 days to have that payment available, WHY ?
Also, seller protection here is ZERO. I am selling virtual goods, and of course i can not provide tracking number for that. I sold coins to one guy, transfered it, he received it, LEFT ME POSITIVE FEEDBACK, and after 20 days he opened a case on paypal and claim that DIDN'T RECEIVE. I escalaced it to paypal to claim, added evideces of positive feedback, our conversation and a lot of other pictures. Also that guy asked me later to buy again from me, and also admit that he opened a dispute against me by a mistake, i added all that evidences to paypal, and guess what ? PAYPAL REFUNDED MONEY TO THIS GUY. Nonsense ?

You are right seller protection is zero if you are selling virtual items and paypal tell you that in their seller protection section.
You can sell virtual items but entirely at your own risk.
As you are selling virtual items paypal may for the above reasons hold your funds a bit longer.

Ok, but read this :
1.Buyer buy coins from me and i deliver it, buyer leave me POSITIVE FEEDBACK for that transaction on ebay
2.Buyer open a dispute against me on paypal (by mistake, because he admited it later)
3.I escalate it to paypal decision
4.Few days later buyer message me and want to buy more coins (why he would buy from me if i didn't send him first time ? ) I reject do deliver him coins, and send that picture to paypal.
5.Buyer admits to me that he opened a dispute against me by a mistake, i send print screen of that message to paypal too, i added it as evidence in case.
6.PAYPAL REFUND MONEY TO BUYER.
Where is justice there ?

As i said you chose to list and sell virtual items that paypal tell you are not covered by seller protection.
Fairness does not come into it, you took the risk and unfortunately lost out.
