A seller wants me to pay him using paypal before driving 100 miles to deliver the item to me. He wants me to pay him today, and he will deliver it monday.
There is no PayPal protection for in-peson sales and there is no online proof of delivery.
Did the seller send you a payPal invoice or were you going to do a fee free sending money? If you send money fee free there is no reason for the the selleer to delivery at all.
Best to only by invoice and then only with tracking delivery.
A PayPal invoice is a bill... it will have a description of what you're buying, the item price and the terms of sale. When making purchases, you should always pay using a method which includes a description of what you're purchasing.
