I sold an item to an internationl buyer with 0 feedback. They paid via paypal and it was instantly put on hold. It told me not to ship the item until it was reviewed by paypal. Within 24 hours it was cleared by paypal, the money showed up in my account, and it was safe to ship.
I paid for postage & shipped the item out today. I then logged into Paypal a short time ago only to see the money is out of my account and on hold AGAIN. Why? The payment was cleared. How can it go under review twice?
Agree, that really does not sound fair. You followed the instructions. About the only way to find out what is going on would be to contact customer support, they should be able to tell you why.
PayPal's automated security can sometimes go goofy and perhaps something triggered the second hold, many times humans don't even monitor this stuff. Hopefully by speaking with someone, you can get this resolved.
