It has been happening to many of my friends that they withdraw money from their bank account, attempt to use it to send a payment or whatever and it doesn't let them with this error "We can't send your payment right now if you keep running into this issue, please contact PayPal" so our assumption is that PayPal is taking time to process the money that was withdrawn from the bank account before using it, but now my question still remains, if I withdrew 100 euros from my bank account that I would link to my NEW PayPal, how long does it take before I can send payments with it or use it in general. thank you very much.
