Payment error on eBay

Hello folks!

I buyed something off eBay and tried to pay per Paypal, as it is the only possible option with this Merchant. Ebay redirected me to Paypal and I logged in without problems. But when I tried to pay, Paypal refused with the words:

Sie können im Moment leider nicht mit PayPal bezahlen

Leider können wir Ihre Zahlung nicht durchführen. Bitte gehen Sie zurück zum Händler und wählen Sie dort eine andere Zahlungsmethode aus.

---------------

Roughly translated from german: "You cannot pay with Paypal at the moment - Go back to your Merchant and choose another payment method."

I transferred some money to my Papal account and tried to pay again. I got the same error message again. As Paypal is the only payment option which the Merchant accepts, i'm a bit lost at what to do now. 

Is this a temporary error with Paypal or is it related to my account history? I did not use Paypal for some time.

I contacted the retailer and he wanted me to try sending him the payment via e-mail adress. I have the exact amount of money, that I owe him, transferred to my Paypal account. When I want to send the money to his e-mail, Paypal tells me, I have to transfer more money to my account, before I can pay. 

Is this an error or do I really need to transfer more money to my account?
