You would need to ask customer services that question but as far as i can see paypal is available in Tunisia except you can only send and not receive payments.

That's right PayPal is available in Tunisia but we only can send money even not from PayPal directly but with the the card that's PayPal verified with it with limits of 500$ ... I have contacted them more than one time but with no answer !
