Pay after Delivery But haven't got yet

So I bought sometime..used the pay after delivery but haven't received it yet.. the seller says it should be at my house next week..apparently it takes 3 weeks to get to my house...(shipping from usa) so how do I delay this until I get my product....I have never had this happen?

I'm sorry to hear you haven’t received the item you purchased.

I would recommend filing a claim against the transaction. This will work towards receiving the item or a refund for the item. Please follow the instructions to file a claim.
