is there any one else in your household who have access to the bank account? someone might added your bank account to their account and purchased something and since your bank does not have enough funds the first try, paypal made representment and tried again 3 days after. paypal will not use your bank account for no reason, billing agreement can also be the reason.

So, your bank acocunt says PayPal took the money but there is no record in your PayPal account, is that correct?
If in your bank account, why do you think PayPal initiated the transaction?
What are the EXACT words in the account where you see the record?

check your preapproved payments > profile (gear icon) > payments > preapproved payments .
make sure there really is no billing agreements or monthly recurring charge to your account.

First, PayPal did not take your money; your bank did.
You have a subscription charge set up for $9.99 with PayPal. Since you didn't have the money in your PayPal account, PayPal goes to your bank for the money, but your bank account doesn't money either, so the BANK chareges $28 for non-sufficient funds. Automated subscritpion payments will re-retry a second time, so you get another $28 fee for NSF.
Important information: Make sure your bank account has suprplus for unexpected charged.
