PAYPAL SMART CONNECT WONT LET ME PAY FOR ANYTHING

I was given a credit line of 800 2 days ago, I am verified and haven't gotten any emails about any problems with my account but I tried to make a purchase for 9.99 last night and today and I just keep getting an error that says use a different payment method then when I hit the change payment button it sends me to the timeout page. That's happened all morning so I go to log back in through paypal and everything is still normal. What? am i missing something here? 

HELP!!!!!

 

P.S 

things ive tried:

I changed my preferred payment method from the credit line to my debit card to see if it helped and it didnt

I verified my ability to send money

I added a debit/credit card

I verified my phone

I set up an Ebay account and a PayPal account using a savings account that I keep in reserve.  I linked the accounts and I verified them.  I made a small purchase the other day that went through just fine.  From that same account I transferred $100 to my PayPal account for future instant purchases.  Both transactions went through, but are pending completion.  I tried to purchase something for about $25 today and was unable to do so through PayPal.  It switched me to a site that required I enter a debit or credit card.  This feels a bit like bait and switch.  There is $$ in my bank account so why is this required now when it was not required at the point I set up and linked the accounts.  So far nothing in response from Ebay or PayPal.  I would like to resolve this issue prior to the end of the auction in which I am the highest bidder.  My apologies for the legnth of this post.  Help or advice from anyone?  I see other posts on this subject, just no resolutions.  Thank you.  E
