Need Help About Debit Card(visa) payment

I having verified paypal account with my SBI Account, now I want to purchase\send money using paypal and when i goto checkout page paypal won't accept my visa debit card provided by State Bank of India. I tried to add my debit card to paypal but it won't accept it. why this problem occurs?
