My friend bought a ipad about a week ago on ebay (with paypal), then when he fianlly opened the box there was nothing but trash cans. After realising he got scammed, he sent an email to seller to refund his money.
The seller responded, he withdrew all the balance. Also had fake email, phone number, etc saying there will be no way to catch.
He filed a chargeback but I do not think its going to work, so my question is, Is there any way to catch this scammer?

No problem, its just handy to know which it is.
If paypal find in your favour ( or your friends) then it does not matter if the seller has removed or withdrawn his funds as under buyer protection paypal should reimburse you if you met all the criteria of buyer protection.
If for any reason the don't then if your friend funded their paypal payment via a credit card they can do a chargeback directly via their c.c. company.

Did he file a paypal dispute for item received but not as described?
Or was it a definate chargeback via his credit card company??

A chargeback is done directly via a credit card.
A dispute for non receipt of item OR item received but not as described is done via paypal.
Which was it!!!!!!!!!!!!!!!!!
