I just encountered this very same siutation with an EBay purchase this morning. It appears as though the other party has to accept the payment, before it reflects that the invoice has been paid.
Update: Spoke with Paypal Customer Service, in my situation, the seller has not confirmed his or her account, thus payment pends until seller confirms account.
