I shipped a package to a buyer and it's been stuck for 11 days.

I sent a package to a buyer which paid via PayPal and I supplied tracking info. The package has been stuck in transit since the 14th of march. The buyer is now requesting a full refund $330 but I'm worried that once I refund him the package will be delivered and I'll be out the money and the package. How long does PayPal allow a shipment to take before forcing a refund upon the seller?

You shouldn't refund anything! Not yet anyway... 

 

There are numerous reasons a package can be stuck, including weather (and there's been some bad storms recently mail is backed up all over the east coast).

Sometimes the tracking just doesn't update until the package is actually delivered.  If the package is stuck, your buyer should contact the shipping agent USPS, UPS etc... Perhaps you can call them to see what they can find out.

 

It is way too early to refund- You're correct, you could lose both money and merchandise. Was this an item sold through Ebay? Or privately? If it's Ebay, they have estimated dates and will not even allow filing for "item not received" until the last date of estimated delivery.

 

Give it a little more time- call the shipping agent, have your buyer contact them locally on their end as well, see what they say about the tracking info. They can try to track it down via their "lost parcel dept"

I've personally had packages that didn't update until AFTER delivery. 

A side note; I hope you bought insurance so that if the item was genuinely lost, you'll be able to collect.
