I CAN NOT BUY ANYTHING WITH MY PAYPAL FUNDS!
whenever I go shopping, I put login and password and then immediately get this message:
Sorry, we can not complete your purchase at this time
Please return to the merchant and choose another way to pay.
But not appear payment option ...

Do you have a credit card linked to your account?  if not, then add one.

Yes I have, but I also have balance in the account, and does not give option to select ... so I put login and password to complete the purchase I get the error message: Sorry, we can not complete your purchase at this time
