How to pick up money if i dont have credit card

I have already open an Paypal account but i have no credit card or debit card to fill in. I live in Toledo City in Philippines.

I have already sold somethink and i got mail confirmed the money is in my account, but how can i claim it? Can i get it in Mhulier or western union?

Its 700 pesos.
