How to Choose Prefered Credit Card Currency When Using PayPal Conversion Rate?

I wanted to pay for purchase that seller offered in RUB currency. The problem is that PayPal Conversion gets credit card's currency wrong and I don't know how to set it to charge the card in it's original currency.
For example I am in Israel and have local card tied to bank account in USD adn yet PayPal Converter charges it in ILS.
I have Payoneer credit card that offers payment in USD, GBP and EU and yet PayPal Converter charges it in GBP.
I heard PayPal conversion rates are higher than of credit card issuer but I still want to know how to select right currency of credit card for PayPal Conversion.

Just tried buying something on eBay and they have implemented new PayPal checkout that did same thing. It does not let me change currency in which it charges my credit cards despite the deal is in US dollars.
