How do you send money directly to someone's credit card

Is there anyway i can send money from my debit card, to someone else's credit card? or how would i go about getting the money directly to someone's credit card.

Send it to the person's PayPal account and let them take care of what to do with the funds.

Alright, but how do you withdraw money from the paypal account to the credit card? I was watching some videos but they were all on the old layout...
