How can I get a dispute with Paypal over an item/service not recieved but paid for?

I Paid for ear cropping for a set of puppies and never recieved the service, I seller promised to send back the money, but to no avail, got nada. I have waited for over a year and even contacted paypal and not heard a word from them. Im needing to know what or where to turn to get this settled, the seller is shifty and far from honest. Can someone help me ?

You have up to 180 days to file a paypal dispute so unfortunately you are too late now.
You could also have filed with your card issuer if you funded your paypal payment that way but i expect you are too late to do that as well.
Your only option as far as I can see is private legal action but you would have to take legal advice on that one.
Advice is voluntary.

Neither PayPal nor credit cards offer any recourse for transactions over a year old. This should have been challenged within a month of paying.
Furthermore, your buyer protection would have been limited since you didn't purchase a physical item. Reviewing PayPal buyer protection policies recommended before you make more purchases.
