Help with the Prepaid Card 1$ Hold

Hi, I'm still new at this, so I am slightly confused as to how the 1$ hold works. I know that they hold 1$ to verify the authenicity of the card, but I need that 1 dollar to complete my purchase. Does the 1$ apply everytime I make a purchase?
